Juanito Reyes Remulla was born on April 14, 1933, in Toclong, Imus, Cavite, Crispin Remulla and Teofista Reyes, to a farmer couple. A front-runner in every class he attended during his student days, he finished valedictorian in the Medicion Elementary School, Imus. He graduated from the high school department of the Francisco Law College with the first honorable mention honor. He studied Law at the University of the Philippines and took fourth place in the 1956 bar examinations.
Remulla served as a member of the provincial board of Cavite and was appointed twice as acting governor, the first time in 1964 and the second in 1965. In 1971, he was elected as a delegates of Cavite to the Constitutional Convention. Remulla, then 38 years old, was the youngest candidate, garnered the highest number of votes, besting his three more senior and experiences colleagues. On 25 September 1979, he was appointed Governor of Cavite after the untimely death of Governor Camerino. He served in this temporary capacity until the election for governor on January 30, 1980 when Remulla, a KBL candidate won over his Nacionalista opponent.
Juanito married Ditas Catibayan who core him seven children — the most prominent being Juanito Victor, Jesus Crispin and Gilbert Cesar, who took to their father’s political leanings.
